Missing context: How old is the kid & what other symptoms do they have. In a kid over 4 mo I consider this a marginal low grade fever that can be monitored at home without treatment. In a 2 week old they should be taken to the ER. The more data you include in a post the more help we can provide.

Not high: 38 is a safe temperare, we start to get concerned when teperature above 39.0. Baby may just be hot as it is Summer in Jo'burg. Try taking clothes off and making sure room is cool or in shade id outside. Can always give baby Tylenol up to 15mg/Kg baby's weight. You can also get advice from friends or relatives who have had their own children. Hope baby's temperature does not rise above 39 degrees.
