Consider pyrones : I would suggest that you consult your family physician or a urologist. If there are not plaques below the skin surface, this may not be the concern.

Penile Chordee: Congenital penile chordee is condition where the penis is bent downwards and most obvious during erection, possibly recognized when you urinate. Chordee is commonly present in males with hypospadias, condition where the urinary opening (meatus) is located on the underside of the penis. Less common, penis is curved to one side.
