Doctor can evaluate: It's very hard to tell what a 21-month-old means when he says something. The key is detective work, where parents and doctor try to find out EXACTLY what a child means but WITHOUT giving the child any biases. That means open ended questions without suggesting any answers. Hard to do, but that's the key. Also, avoid unintentionally conditioning a toddler to "report things" that aren't "reportable."
