I am concerned as my 3 week old baby doesn't seem to be sleeping enough. on average he sleeps 9 hours in a 24 hour period. he feeds hourly (breast milk). birth weight: 3390g length 48 day 22 weight:3270g length:52 please could you assist?

Newborn not sleeping: You're right, most babies this age are sleeping 14-18 hours per day. The most common thing that comes to mind is the baby may have a bit of reflux. Does he cry a lot? Does he spit up much? Does he seem to fall asleep after eating or cry? Usually, by three weeks, most babies have regained their birth weight-and your baby is very close. I would suggest a follow up visit with a pediatrician.
