how is contracting hsv2 possible for a male if the condom always covers the mucous membrane of the penis? can the virus penetrate skin of the penis not covered by a condom that is not a mucous membrane?

Yes: Condoms reduce but do not eliminate the risk of passing/acquiring a STD. Infectious particles can be found in the mucous fluids exchanged during sex & infect exposed tissues
