Poor circulation?: It may be poor circulation, because the blood vessels are not carrying enough blood to warm the legs is a possibility. It is quite often seen with people that have predisposition and smoke, have diabetes. You may want to see a doctor to measure the pressure gradient in the blood vessels and they may be able to help with medications that would improve blood circulations.
