Can atelectasis cause chest pain and congestion and what other symptoms might occur with this condition?

Wouldn't think so: Atalectasis is simply un-expanded areas of lung tissue. By itself it would not be expected to cause any symptoms, but this does occur in some conditions where symptoms like pain & congestion will be present. In that respect it is an associated finding on x-ray but not the cause.
