I've been experiencing it off and on for about two weeks but symptoms seem to have escalated this week. i am fully deaf in my right ear (since birth) and symptoms are occurring in my left ear. the ringing comes and goes but seems to be worse at night?

Tinnitus : Sounds like tinnitus problem in the good ear. See an ENT doc for a full eval to ensure that you get a full evaluation to search for the cause, maintain hearing and limit the downside of this phenomenon.
