ADD/ADHD: At least some symptoms of either inattention or hyperactivity / impulsivity need to have been present by age 12 years old to make the diagnosis. However, sometimes people who just have ADD (no hyperactivity or impulsivity problems) get lost in the crowd. Their inattention issues may not become really apparent until they face more difficult school work or issues that require more concentration.

Yes: This is more common for kids that are very bright . They learn more basic things so easily they never really need to study. Once academics become more complex the attentional and impulse control problems become more evident.
