Don't think so: The lower end of the "age of consent" in Canada: a person aged 12 or 13 can consent to sexual activity with someone less than 2 years older. Condoms are not part of the law. The general age of consent is 16, so at 16 a person should have no problem getting condoms. Free condoms may be available at community health clinics and teen clinics. Of course, teen sex is purely optional (not required).
