My almost1 year old girl has a very persistent rash on her vagina, it keeps coming back, it was treated with cortisone cream, breastmilk and a cream the chemist mixed himself. it has been 2 weeks of struggling to get rid of this. what can i do?

Hard to say : These are often fungal triggered by a yeast in poop that takes advantage of the moisture in the area. Unless your cream contained an anti fungal (cortisone is not) it may not improve. An exam may be needed if this persists.
