Yes: Color blindness is not necessarily a complete loss of color vision. Patients may have varying degrees of color blindness. Most of the red-green colorblind patients can see red and green if the colors are intense enough.

Many: Most color defiencies have a confusion spectrum between certain colors (for instance reds and greens), but can see other colors close to normal. So they have a limited palette compared to color normal, but certainly can recognize certain colors. That would also include recognizing the various colors of others' eyes.
