Is there any consensus of sleeping next to phones? i will occasionally fall asleep with phone next to, or under the pillow. haven't felt any major symptoms but possible dizziness, fog the next day. is that possible?

Nobody knows: Before the era of cell phones, nobody ever got a headache or dizziness from falling asleep on a cell phone. Since humans evolved over thousands and thousands of years without electronic devices strapped to their heads, the effects of cell phones are still being studied. Safest to not sleep with an electronic device, and also not with an electrically heated bed or blanket.
