They might be, but: It's too hard to guess what a teen girl's vulval (probably not vaginal because the vagina is hard to look inside at home, so most girls are looking at their vulva and just mistakenly calling it their vagina) spots and dots are. Sometimes they are a problem rash, sometimes they are normal dots and spots. One's pediatrician will know, so an exam will figure this out. Just make an appointment.
