I am a smoker and for this year i felt this cough and phlegm has never left me. i always have it and the tightness in chest happens 1 or 2 times a month then i take my husband's pump seraflo and it helps the tightness. when i breath in its raspy?

Avoid smoke: You may have a condition called COPD, and a pulmonary function test with Albuterol treatment to gauge the difference in airflow wit the medication is recommended. A chest image , sputum cytology and culture may also be ordered by your PCP. In the meantime, continue to treat your cough and follow up with your PCP.
