Physics 101: Haven't heard of teens needing penis pumps. Patent leather pumps for dancing, yes... air pumps for bicycle tires, yes... water pumps and oil pumps if working on cars, yes... but penis pumps for teens, no, unless this is a special uniquely urological case. That said, physics dictates that a vacuum effect on a soft body part will pull liquid in and swell it up, for better or for worse.
