Neck stiff: "Lumps" are probably lymph nodes, which means there is infection somewhere, most likely viral. Take motrin if no contraindications, see doctor if not resolved in 10-14 days.

Exam advised: I'm concerned about the symptoms and an associated rash. This is more than the usual or common viral illnesses. I recommend that you be examined by a physician who will also order blood tests including cultures,monotest, throat culture,etc.. Neck stiffness and rash can be due to meningitis although absence of headache is somewhat reassuring.
