New symptoms = E.R.: If such symptoms are new, an Emergency Room would be the usual place for evaluation. For old, known, continuing symptoms, one's primary care doctor can evaluate. New symptoms of confusion, dizziness, speech difficulty, change in vision, and one-sided weakness are worrisome and usually treated as a medical emergency... meaning a ride in an ambulance to the nearest ER that can treat stroke victims.
