Yes it an be done: If you are certain that you desire a "permanent" means of ending your reproductive function even if you change marital/sexual partners then tubal ligation can be done. There is still a 1/600 to 1/10,000 chance of tubal ligation failure depending upon the manner in which the procedure is performed.
