Clomid cycle ?: Clomiphene citrate does not always induce ovulation, and the dose may have to be elevated to cause ovulation. "Bright red bleeding" is generally not secondary to true menstruation, and if your cycles prior to taking clomid were anovulatory, the bleeding is probably due to withdrawal bleeding from stimulation of the lining cells with estrogen, without progesterone (only present with ovulation).
