Depends: Condoms reduce but does not eliminate risk of germ transfer, including the HPV. True virgins will not have HPV or pass it, but if either has outside sexual contact, ever, they can have no symptoms while they carry a strain of the HPV. When it does develop, cervical cancer takes months to years. Following recommended pap smear screening programs allows it to be caught/stopped before it is too late
