No: You can never remove all of the external hemorrhoids even with surgery. What most people think are external hemorrhoids are actually residual benign skin tags from prior hemorrhoidal flares. I personally do not recommend witch hazel ever, as many people will develop a sensitivity reaction, like an allergic reaction, to it after repeated use.
