No: If there is a decongestant in it,it could theoretically insignificantly increase it.

Safe to take w/ HBP: The page I found of active ingredients says it only contains paracetamol (Tylenol), Vitamin C and chlorpheniramine, which is a first generation antihistamine. If your package says the same active ingredients, then this is okay to take with high blood pressure and stomach problems as it does not have the kind of decongestants that are not safe for people with high blood pressure.
