R U circumcised?: Cuts around the penis usually means that the man is uncircumcised & has phimosis (tight foreskin). Cuts are infact tiny tears. Worth consulting a urologist to discuss possibly a trial of prescription strength steroid cream to be applied twice daily to tight are of skin twice daily for a few weeks. Or the definite treatment which is circumcision.
