I took plan b. i was mean to ovulate 7/13 & a high fertility reading 7/14 from clearblue otk. does that mean lh surge hasnt happened & plan b worked?

Ovulation test: If your ovulation test indicated ovulation occurred by detecting the LH surge then we have to assume that ovulation did occur. Ovulation usually follows 12 -24 hrs after the LH surge.
