Talk to MD: The female menstrual cycle is somewhat hardwired into the body. There are drugs that we can use to suppress and control it, but the only way to stop the cycle permanently is surgical. Talk to a ob/gyn doctor about the options for this patient, and wether this is the right treatment.

Difficult issue: These can be ended by hysterectomy or significantly reduced by emdometrial ablation.Long them bcp use can also reduce frequency but is difficult. Ds females are potentially fertile and can have normal offspring. This makes any effort to provide a permanent solution difficult in some areas. Enlisting an OB with experience in these issues and a family law attorney can help you through the mess.
