No, but...: Withdrawal means to pull out. If a guy was in a position to pull out, that means he was already "in" and she is not a virgin anymore. If a guy was never "in" and was never in a position to do a withdrawal, then she is still a virgin. These technicalities are important in a court of law, but shouldn't have much meaning in everyday life.
