Could be a fungal: infection spot, or bacterial infection, or allergic skin reaction. Or it could be a nerve ganglion cyst, though its location where you state is very unusual. Or it could be a chondrocyst of your breast bone. Needs to have some imaging studies and healthcare provider examination and go from there. Good luck.
