Constipation: go to the emergency department, you need an x-ray and possibly CT scan to "see" what is wrong. GET SEEN!!!

Under supervision: If you truly haven't evacuated in 3 WEEKS you need to do so under supervision. Whether this is in a hospital or clinic setting, it should be done with personnel trained to assist and recognize any problems that may arise. A constant infusion of Miralax through a oro-gastric tube can be titrated up to the point it pushes a blockage out. Good luck.
