We will be flying to europe with our 13-month old in 2 weeks. the flights are 8 hours and 7 hours both ways. is there something we can give our baby to calm him/help him sleep that is safe?

Never advise it: Some have done this in the past but it is fraught with problems. No drug lasts 7-8 hours and what works one way at home may not during the flight. I encourage parents to cut the kids sleep periods shorter for a few days before the flight so they are more likely to do catch up sleep. For alert periods you should have some kid friendly entertainment. A FAA approved car safety seat can help the kid too
