Could be normal: The external female genitalia has a broad range of normal. The labia minora and clitoral hood can be quite large, dangling, or protruding and still be normal. There are some conditions that may cause excess growth of the clitoris itself, like androgen excess syndromes, but they would require a doctor's evaluation and blood testing to diagnose.

Appearances: There is a WIDE variation in the appearance of the female external genitalia. What you are describing is most likely within the regular norms of anatomy. However, certain situations, where there are larger than average labia or clitoral hoods, can result in irritation from constant rubbing on your clothing. The best way to answer your worries is to see a GYN who can take a look and evaluate it
