I was having my tubes tied & when doctor went in surgically she didn't proceed because she said my tubes where very swollen i don't have fever/pain?

Old infection: This sounds like a condition called hydrosalpinx and this can result from a past infection. You would only have symptoms if it were a current infection, and sometimes not even then. Your tubes are probably partially or completely blocked already, and you should discuss with your doctor what next steps she recommends.
