Possible,not likely.: The medical term for what you were told is radicular pain. When true, most instances are best treated/resolved by leaning basic anatomy & exercises which relieve the compression; e.g. traction/decompression & the Robin McKenzie methods (NOT surgery). However given symptoms only in toes, Diabetic neuropathy is also major possibility or pain related to only feet, footwear &/or foot usage issues.
