Nothing serious: It is not uncommon for your veins to be more prominet when you do heavy exercise such as weight lifting. This can also enlarge the Valves normally present in the veins. That is what you are seeing as bumps which go away when you lift your arms... as the blood flows back into your body when you lift your arms. This is nothing to worry about. Keep up with your exercise and fitness program.
