Only if she has...: Only if she has chlamydia in her mouth or throat would it spread this way. A penis can't catch chlamydia from a woman unless she has chlamydia. It's good to know that a woman is chlamydia-free before meeting up. That said, a couple is likely doing a variety of sexual activities during their time together, so it is safest when neither person has an infection. Precautions do help to prevent STD's.

No, but...: No, but the risk would be if there was vaginal sexual contact. However, rule #1 in sexual encounters is that both parties are made aware of any debilitating or STD diseases PRIOR to any sexual contact so that a "no" option can be elected nor future sexual activity can be exercised until Rx is accomplished.
