Needs exam: Lumps, bumps, blisters and other skin abnormalities on the genitals need to be evaluated. An examination will be needed to know the cause and treatment. An obgyn should be able to visualize the area and determine if a biopsy is needed

Well: To answer your question this skin lesion needs to be seen by a doctor. Now you have had this for a while so you will need to tell the history of the lesion. In other words. Has it changed in color size or shape? Any bleeding or discharge? Based upon your exam and history the lesion may be biopsied
