Yes: The last 7 pills are inert. So they do nothing to you except keep you in the habit of taking the pill every day at the same time. So whether you swallow them or not, you should punch it out of the pack every day as though you were taking it, so that when you have finished the pack, you will go to the "active pills" starting the next day and take those to avoid pregnancy or whatever.

Sprintec OCs: Yes, but don't make a habit of it. The 7 white pills do not contain hormone; they are "spacers" to allow the estrogen levels to drop and bring on your period. If you miss one or more white pills, throw away those you didn't take and take the remainder before starting on the next regular cycle of white pills. There is no danger beyond the normal fail rate (2-3%) of pregnancy.
