More info needed: That's your penile frenulum. Not enough info here to guess at the cause. If blister(s) or sores in the area, herpes is likely. Maybe it just got stretched too far, e.g. by masturbation or sex. If you are uncircumcised and there is also redness irritation elsewhere under the foreskin, maybe nonspecific balanitis (not serious). See a doctor ASAP if blisters/sores; or in a few days if it continues.
