Very low risk: It is very rare to catch any infection of any kind in a public toilet. For sure there is no risk of STD, HIV, etc. There is no significant risk from skin contact by using the toilet seat. The only recommended precaution is standard hygiene, i.e. wash hands or use an alcohol gel (Purel® etc) after using the toilet.
