Skin over veins: May look blue normally because of the underlying vein. Is this what you mean? If more widespread than over the vein suggest a doctor consult to determine whether there is another skin condition such as varicose eczema

Veins: Blue colour of skin around veins is a reflection of deoxygenated blood that veins carry . This is normal.
