Probably normal: If they have been there "forever" and haven't changed, almost certainly it is nothing harmful and probably normal. Best guess is you are noticiing normal sebaceous glands or hair follicles, which are most easily visible on thin skin, like that on the penis. Show your doctor next time you are scheduled for a routine doctor visit, but in the meantime I really woudln't worry.
