Balanitis?: If the "red small bumps" are on the head of the penis, i.e. under the foreskin, it may be mild balanitis -- inflammation often due to a superficial bacterial or yeast infection, or just not frequent enough cleaning. Uncircumcised men should retract the foreskin and wash with soap and water at least once daily. Do it twice a day for a few days and see if it clears up. If not, see a doctor.
