Good/Bad in the eye: of the beholder. Astigmatism simply means the focusing of the eye is not equal all angles around the central line of sight; more curvature one way than 90 degrees around. The +1.25 & +1.75 values in the ophthalmologist's Rx for correction is the astigmatism correction in diopters (1 = the curvature needed to focus parallel light rays to a point 1 meter away). Values >3-4 diopters=fairly high.
