I check my baby tempture and it said 39.6 is that to high do i need to take him to the er?

Temperature: It would be nice to know the source of the temperature and the age of the baby but you are right it is high. Have him seen particularly for less than 3 months and if older particularly if he does respond to the antipyretic and has other symptoms. All the best. Do not over bundle.
