I wouldn't: "depend" upon it!!! The Perm may break the sulfhydryl bonds (Sulphur containing bonds holding the protein "together" ((THUS the "rotten egg" smell when the Perm is happeninv) but there is no reason to expect the follicles will "loose" alcohol/drug deposits! Best bet......stop the binges..admit you have a problem..and get help!
