Genital skin rash: There are many causes of genital area rash. Most are not STDs. Some are problems that occur primarily in the genital area, and others can occur anywhere and happen to involve the genital area. Since your doctor apparently doesn't know, see a dermatologist. You can also google "genital skin rash images" for photos to compare with your rash. A "smooth" patch might be lichen planus.
