First, you have to: establish that genital anomalies are actually PRESENT. There is a great variation in normal size and shape of the labia minora and, to a lesser extent, the labia majora. The hymen may be absent in normal girls. The clitoris is very small. The clitoral hood must be pulled back to see it. Other factors besides anatomy can affect the responsiveness of the clitoris. Seeing is believing: Unfortunately, it is difficult to determine partial external vulvar agenesis from just your description. This has to be seen by a GYN MD to determine if there is a "condition" that is seen.
