Ovulation: You must have someone take you to the nearest Emergency facility. The doctors in the facility may be able to control the problems or it may be necessary for a hospital clinic area. Michael Kleerekoper

Yes: Increased vaginal discharge (mucous-like) is actually common during ovulation and will usually decrease for the rest of the cycle. If there is pain or irritation or blood, you should see a physician, but emergency room is not the appropriate venue usually
