No , it is phimosis: In para-phimosis a constrictive band at glans ( head ) will not allow it to go back into foreskin which an urgent condition need to see a physician . What you have is very common phimosis , not serious like the other condition , can be cured by circumcision or making a small slit in the fore skin , see your doctor
