No: Unless someone has folliculitis (infection of the hair roots), another infection, shingles, or temporal arteritis, there should be no pain when you touch your hair or stimulate skin under hair area.

Does hair hurt?: You can't hurt hair by touching it, or even cutting it. Pain can be experienced when hair is pulled out by the roots, though. But otherwise, no. And you can't really damage your hair by touching it or running your fingers through it. Damaged hair comes from a lack of long-term attention to the hair - improper hair care products, lack of vitamins.
